Job description

Primary responsibilities:

  • This position involves overseeing the procurement process from start to finish.
  • This includes identifying sourcing needs, identifying potential suppliers, negotiating contracts, managing vendor relationships, and ensuring timely delivery of products and services.
  • Procurement specialists must work closely with other departments within the organization such as Human Resources, IT, Legal, and other operations to ensure that all procurement decisions align with the organization’s goals.
  • Work is performed under the supervision of the Section Chief. Overnight travel is required.

  • Conducts market research to identify potential suppliers and products.
  • Analyzes supplier bids and negotiates contracts
  • Maintains accurate records and tracks all procurement activities.
  • Evaluates suppliers and their performance periodically.
  • Participates in strategic planning meetings to align procurement goals with organizational objectives.
  • Maintains an up-to-date understanding of procurement regulations and laws.
  • Develops policies and procedures for the procurement process.
  • Establishes and maintains relationships with suppliers and other stakeholders.
  • Identifies areas for cost savings and implements cost-saving strategies

  • Ability to communicate with suppliers and vendors to ensure that the procurement process runs smoothly.
  • Ability to negotiate with suppliers to get cost efficient pricing and contract terms.
  • Ability to analyze market trends, supplier prices, and industry regulations to make informed procurement decisions.
  • Ability to manage multiple procurement projects simultaneously while ensuring that they stay within policies, budgets, and timelines.
  • Ability to pay close attention to detail to ensure accuracy when reviewing contracts, invoices, and procurement documents.
  • Considerable knowledge of accounting principles, business, English, spelling and punctuation.
  • Considerable skills in technical writing with the ability to reduce complex processes into simple readily understandable language.
  • Knowledge of state procurement procedures.
  • Ability to logically analyze a problem and provide alternatives for their resolution.
  • Ability to work under pressure and with minimum supervision.
  • Ability to function as a facilitator between customers and professional staff.
  • Ability to complete tasks while demonstrating a thorough concern for all areas involved, monitoring and checking work or information while organizing time and resources efficiently (attention to detail).
  • Ability to travel anywhere in the state

Any combination of training and experience equivalent to:

  • Graduation from an accredited four-year Institution with concentrated course work in Accounting, Business or Management; OR 2-3 years’ experience in the Unified Judicial System (UJS) performing duties as outlined above.
  • Experience working directly with data processing personnel in the design of information systems is preferred.
  • Valid State of Alabama driver’s license.

Preferred Experience

Familiarity with Alabama’s judicial system and/or state procurement policies and procedures.

Policy on Accepting College Coursework, Post-Secondary and Advanced Degrees

Specific college coursework required for a job, as well as, Bachelor’s, graduate, postgraduate, and doctoral degrees will be accepted from the schools accredited by any of the six regional accreditation associations in the United States listed below:
  • Southern Association of Colleges and Schools (SACS)
  • Middle States Commission on Higher Education (MSCHE)
  • Northwest Commission on Colleges and Universities (NWCCU)
  • Higher Learning Commission (HLC)
  • New England Association of Schools and Colleges – Commission on Institutions of Higher   Education (NEASC-CIHE)
  • Western Association of Schools and Colleges-Senior College and University Commission (WASC-SCUC)

Coursework or degrees from schools that have not been accredited by one of the above listed regional accreditation associations may be accepted if a regionally accredited school considers the coursework or degree to be an acceptable prerequisite for admission to an advance degree program.

For example, if a regionally accredited school accepts an applicant’s bachelor’s degree for admittance into a graduate degree program, the Administrative Office of Courts’ (AOC) Human Resources Division will accept the college coursework if a regional accredited school accepts the coursework towards a post-secondary degree (e.g., a bachelor’s degree).  This must be documented by a letter of acceptance from the regionally accredited school.

The AOC Human Resources Division will review such requests on a case-by-case basis.

Note:  This policy is subject to change.  Other state agencies, and/or branches of government may have additional requirements.
