Alabama Rep. Gary Palmer announced Grace Varner, a recent Hoover High School graduate and an incoming UM freshman, as the first-place winner of this year’s Alabama 6th Congressional District Art Competition.   Each year, this nation-wide contest features student artwork from more than 200 Congressional offices.
