Microsoft Windows 2000
and the New Daylight Saving Time Law

 

Synopsis:
Microsoft will not be providing a DST patch for Windows 2000.  However, they have released a utility which individuals can use to manually update the way their Windows 2000 systems handle Daylight Saving Time.

This utility need only be run once on your computer. i.e. you won't have to run it every year.  However, it only updates one time zone at at time, so you will have to run it separately for each time zone you want to update.  Most people at UM will only need to update Central Time, but if you use other time zones, they will each have to be done individually.
 

Procedure:
Follow these steps to manually update the DST rules on your Windows 2000 PC:

  1. Download the Windows Time Zone Editor (TZEDIT.EXE) here.
     
  2. Go to the location where you saved TZEDIT.EXE and double-click it.
     
  3. You will see a list of time zones:


     
  4. Choose the time zone you wish to update.  In most cases, this will be (GMT -06:00) Central Time (US & Canada).
     
  5. Click Edit.
     
  6. The Edit Time Zone window will appear:


     
  7. On this screen, you can change the date and time that Daylight Saving Time goes into and out of effect for the specific time zone chosen.  In the example above, the Central Time Zone has already been updated with the new DST rules.
     
  8. In most cases, you will only need to update the number, day of the week and the month that DST starts and ends.  The default values for Offset from GMT and Daylight Bias (-6:00 and +1:00, respectively) should be left unaltered.
     
  9. Once you have made the appropriate changes, click OK.
     
  10. Exit the Windows Time Zone Editor.
     
  11. Open the Date/Time Control Panel:
    1. Start ... Setting ... Control Panel
    2. Double click Date/Time.
       
  12. Click the Time Zone tab.
     
  13. Select a time zone other than the one you edited in Step 6 above, then click Apply.
     
  14. Select the time zone you did edit in Step 6 above and click OK.
     
  15. Exit the Date/Time Control Panel.
     
  16. If you want to update additional time zones, you will need to do each of them individually.  Repeat steps 2 through 15 until you have updated as many time zones as you wish.
     
  17. To verify that your time zone settings have been applied, see Microsoft's Knowledge Base Article 914387 (How to configure daylight saving time for the United States in 2007).  Skip ahead to "Method 2: Change the time zone settings on a single computer" and look for "How to confirm the time zone changes have been applied."
